loved the navy. loved the navy and feel privileged. the navy helped me go to undergraduate school and active duty to go to -- move to delaware and get an m.b.a. thanks to the g.i. bill. i was privileged to be elected governor, served as commander in chief of the delaware national guard for eight years. over half my life has been involved in the military. a lot of times when i was younger, i'd think about who has helped in health care under medicaid. i used to think folks helped the most under medicaid are women -- poor women and their children. as it turns out today, especially as the baby boomers get older -- the baby boomers get older that more and more of them are being could have had by medicaid. they receive their coverage because they spend down their assets. a lot of them have dementia, have other disabilities, and they end up in nursing homes. more than half of money spent on medicaid these days is on those folks. a lot of them are in my generation and older, our parents, uncles, aunts. as it turns out, unbeknownst to me, about

and it took me a lot of research with navy records of the black cats to kind of jive what he had written and what the real war diary was and finally managed to put the tombline together through the use of -- timeline together through the use of all these various pieces. i was surprised. i had no idea he'd been through so much, and i was also surprised to find out as much as i have about the black cats in general. it was a remarkable group and really one of the least-told stories of world war ii, just their significance to the whole thing. everything from rescues to just becoming this stealth aircraft that nobody had seen the likes of before. one of the first to use radar, or for instance. one of the first to have an altimeter so they could fly low over the water and be virtually invisible. fascinating stuff, and i didn't know any of that. i feel like it's a tribute to the black cats and to dad, first of all. they both deserve it. and any opportunity you have to tell, tell a story like this, it's just an important opportunity. and i also feel like it's been a great opportunity to meet vet

this is a man who enlisted in the navy when his country called, and when he was still just a teenager. marlow cook served his country honorably in both the atlantic and pacific theaters in world war ii. he served his country honorably here in the united states senate. i should note that marlow cook was the first roman catholic elected to statewide office in kentucky. believe it or not, that was something of an issue back there. -- back then. hard to imagine today. and one more thing. marlow webster cook's impact was felt in the course of the commonwealth's history. in the shape of the riverfront in louisville. he bought the bell of louisville, the stern wheeler that's still going up and down the ohio river today and is a particularly big thing during the kentucky derby week every year. he had a huge impact on a lot of young kentuckians like myself. i knew his family well. nancy, his now wide dorks an wis four kids -- they were all running around back then during that campaign -- and i want to say to nancy and to all of -- to marlow and nancy's kids how much we admired him. elaine an a

at dinner, there was this great argument between a young woman with the state department and the two navy seals who were traveling with me about state department versus military running the country and how security is where it all started, the military wasn't doing it but how are you going to do that. but the state department woman had a good story about how this branch of the military from the u.s. had gone up and started drilling wells in this town at the northern kenya where the used wells. so without talking to the state department they just went up and did it. and pretty soon people were either trying to resist the u.s. or just paranoid, started spreading rumors that the wells were poisoned pics and nobody would use them because you can't trust the u.s. military because the u.s. military is here to crush you and take over your country. that's why you need a more cooperative effort. that's what you need diplomats involved, engaged. while we're talking a massive increases in the defense budget and cutting the state department, we're kind of making it more difficult to do this comprehen
